Introduction

The Mexico-United States Commission for Educational and Cultural Exchange (COMEXUS) is a binational organization established on November 27, 1990, by an agreement signed between the governments of Mexico and the United States of America, which is responsible for administering the "Fulbright-García Robles" scholarship programs.

Through the Fulbright-García Robles scholarships, COMEXUS supports students, researchers, and teachers—both Mexican and American—to pursue postgraduate studies, research stays, teaching, and professionalization programs in the United States and Mexico. These programs are funded by the governments of both countries and, to a small extent, with resources from companies and donations from private foundations.

The Commission offers scholarships through a rigorous selection process to members of all social sectors, ethnic groups, and minority groups who excel academically. COMEXUS is a catalyst for generating increasing opportunities for exchange, understanding, development, and binational cooperation.

In 30 years of operation, COMEXUS has distinguished more than 4,500 Mexicans and Americans with a Fulbright-García Robles scholarship, who have experienced an educational and cultural exchange between Mexico and the United States.

Hierarchy

In the United States, public universities can either be part of a state university system with varying degrees of autonomy or be independent public institutions.

Types of Public Universities in the U.S.

  1. State University Systems
    • These systems consist of multiple public universities within a state.
    • Examples include the University of California, State University of New York (SUNY), and Texas A&M University systems.
    • Each university within the system typically has a significant degree of autonomy, though they are governed by a central board or governing body.
  1. Independent Public Universities
    • These are standalone public universities that are not part of a larger system.
    • Examples include the University of Michigan and the University of Virginia.
    • They have their governing boards and operate with substantial independence.

Key Points on Autonomy

  1. Governance
    • Board of Regents/Trustees: Public universities are typically governed by a board of regents or trustees. These boards oversee the university's operations, set policies, and make major decisions.
    • University President: The president or chancellor of the university is responsible for the day-to-day administration and reports to the board.
  1. Academic Freedom
    • Public universities in the U.S. generally have a high degree of academic freedom. They can develop curricula, research, and make academic appointments without state interference.
  1. Administrative Independence
    • Hiring and Firing: Universities have the authority to hire and fire faculty and staff.
    • Budget Management: They manage their budgets, including tuition rates, salaries, and financial aid, though they receive state funding.
  1. Funding
    • State Funding: Public universities receive some of their funding from the state government. The level of state support can impact the degree of autonomy, but generally, universities have significant discretion in how they use their funds.
    • Federal Funding: They also receive federal funds, particularly for research.
    • Tuition and Fees: Universities generate revenue from tuition, fees, and other sources such as donations and endowments.
  1. Legal and Regulatory Framework
    • Public universities must comply with state and federal laws, but within these frameworks, they have considerable latitude to govern themselves.
    • Regulations on issues like affirmative action, financial aid, and campus safety are areas where state and federal oversight might be more pronounced.

Slate and IEE

3) Cuando lleguen a "Preliminary Questions" deben seleccionar "Mexico" en la pregunta "Through which program country are you applying?" , "2025-2026” para la pregunta "To which academic year are you applying?" , y "Yes" para "Have you reviewed and do you meet all program eligibility requirements for the country through which you are applying?"
