Governments should place few, if any, restrictions on scientific research and development

The goverment, by definition, is the monopoly of forces so it has got to write the positive law hence its restrictions impact how we do scientific science, the economy growth, how we relation to each other. Indeed, in every contract and relation, the state is always present. Each citzen understands the constitution implications in the behavior of government that allows us to pursue hapinness because somebody has to enforce the principles of goodness such as the freedom and life doing fair enough to everybody. The entire raison d'être of goverment must be guarantee an peaceful place and guarantee the human rights.

Scientific researchers are not exceptions. They have got to respect other rights.
